About Samaritan House Ottawa (SHO)
Samaritan House Ottawa (SHO) is a compassionate, faith-based non-profit organization that operates one-stop service centers to support refugee claimants who have just arrived in Canada. We provide shelter, food, and settlement support in a safe, family-oriented environment, ensuring that every newcomer experiences dignity, care, and a strong foundation for successful integration into Canadian society. Supported by the City of Ottawa, we are in the process of expanding our team to meet our growing program needs.
Position Summary
The Program Manager plays a key leadership role in ensuring the smooth operation of SHO’s programs. Reporting to the Executive Director (ED), the Program Manager oversees program planning and implementation, client intake procedures, operations and administration, and overall service delivery. This role is instrumental in upholding SHO’s culture of compassion, dignity, empowerment, and inclusion while fostering a supportive environment for both residents and staff.
In addition to program oversight, the Program Manager serves as a House Manager at one of SHO’s locations, ensuring a safe and supportive environment for clients, staff, and volunteers.
Key Responsibilities
- Oversee program design, execution, and evaluation, ensuring alignment with SHO’s mission and objectives.
- Monitor program performance, track key metrics, and provide regular reports to leadership.
- Implement policies and procedures that enhance service quality, efficiency, and impact.
- Ensure program operations comply with municipal, provincial, and federal regulations.
- Oversee the intake process, including documentation, room assignments, orientation, and exit procedures.
- Foster a welcoming and inclusive environment where residents receive compassionate, client-centered support and are empowered to succeed as new immigrants.
- Develop and implement strategies to address residents’ evolving needs, ensuring access to essential services.
- Oversee inventory and stores management, ensuring efficient tracking, timely replenishment, and cost-effective procurement.
- Optimize workflows and procedures to enhance productivity and service delivery.
- Ensure facilities remain safe, clean, and well-maintained for residents and staff.
- Lead and motivate the program team, fostering a culture of teamwork, accountability, dignity and collaboration.
- Promote staff well-being, professional growth, and continuous learning.
- Proactively identify and resolve conflicts among residents, staff, and volunteers, ensuring a positive and supportive environment.
- Oversee the program budget, ensuring efficient resource allocation and financial sustainability.
- Build and maintain relationships with city officials, community partners, and stakeholders to strengthen program impact.
- Represent SHO in community meetings, advocacy efforts, and partnership initiatives.
Qualifications & Skills
- 4+ years of experience in program development, implementation, and evaluation.
- Post secondary degree in Social Sciences and related disciplines – graduate degree preferred.
- Sound knowledge and commitment to intersectional vulnerability and trauma informed client centered approaches
- Strong leadership and team management abilities, with a commitment to fostering a culture of dignity and collaboration.
- Demonstrated knowledge of intake procedures and client services in a social service setting.
- Expertise in inventory and stores management.
- Excellent conflict resolution, crisis management, and problem-solving skills.
- Strong communication and stakeholder engagement abilities.
- Knowledge of municipal, provincial, and federal regulations related to housing programs is an asset.
- Lived experience as a refugee claimant is considered a strong asset.
- Police records Vulnerability sector check is required
- Bilingual – French and English preferred
